1. Create good content with specific relevant theme.
2. Get a lot of backlinks with proper anchor text. Backlinks from high PR page will BOOST your pagerank.
3. Keep doing point 1 and 2 over and over again.

You have to apply the SEO techniques to your site to obtain that high Page Rank.

To get high page rank you need backlinks - the amount and quality depends on what PR do you want to get

To amass PageRank "for your website" (or more accurately, to pages on your website; PageRank is allocated to pages, not whole websites) you need backlinks. The higher the PageRank of any page on the web on which your backlink(s) reside, the greater the amount they should pass to you.

But be careful of websites which automatically append the rel="nofollow" attribute to outgoing links, since these links, according to Google and others', do not pass PageRank.

It may be (and is, for a lot of people) still worth getting these sorts of backlinks if they're readily available, but if your sole intention is - for whatever reason - just to build up your PageRank, then they're probably going to be of very little help in that way, directly.

Before I do anything with any website I submit every page to around 15 social bookmarking websites.

Once I have completed these steps I will start blog commenting, rotating my URL to different pages.

Then, depending on my niche, I start submitting to website directories.

Once I have completed the above I would then look at building permanent high PR back links.

Send out a PR (Press Release) to all the free Press release websites and increase exposure and backlinks at the same time, this will also increase your PR.

- Create Content is obvious but YOU HAVE TO UPDATE YOUR CONTENTS WITH FRESH CONTENTS every 3rd month. Because search engines love fresh content.

- Post factual information 3 times a week if you own a blog or any other website. I said "factual information", because it can create readers interest and they will suggest your blog to others, besides you.

- Use backlink icon in your blog and invite others to add their websites to your blog.

- Use chatting forums, this can give u some quick comments, feedbacks, links from others.

Just as everyone else has said... Backlinks and content! But I think what you are really wanting to raise is your search engine rankings, not your PR. The rankings are what's important.

Content is the most important factor for Pagerank else you need quality backlinks.

You should use unique contents for your site and get lots of backlinks for your site, thats the one way to get higher PR for your site

Just get quality links from trusted sites. I have had an experience in one of my site which got PR 3 in just a matter of three months. I dont know how in the world did it happen but I just built as much backlinks as I can from .gov and .edu websites.

But here's the problem, I have this high PR site now but I dont earn anything from it since my adsense application was never approved. Tsk tsk
