Stuck on page 2

Hey guys,
I have a keyword that is on page 1 of Google and another one on page 2, places 16-17.
It's kind of stuck there, the site is up for more than a year so it's not a new one, I promote the keyword of article directories (anchor text link) and now after publishing 2 more articles, it was down to place 20.
Still....I want to get this keyword to page 1 of Google but it's stuck there on page 2. Is this Google's dance again?
Highest it was, was place 12 but now 20 after being stuck for 2-3 weeks on place 17.
Ideas? Will I be able to get it to page 1 at all?
