What is the best way to go about sending the link juice to my site from domains bought that have existing links?

Thanks,

Aaron

You can do a redirect from your cpanel or you can modify the htaccess file manually.

It may get you some traffic from the links.
      You can 301 it.

But if the domain expired a while back, the PR would be shot.
      It may have been de-indexed.

I've heard conflicting stories as to whether the links start to count
      again, or when.

Make sure you do some research on the domains as well. You don't
      want to buy someone's problems.

301 redirect is the obvious choice. If you are buying domains like that make sure that you do some research. Even if you're getting legit domains I wouldn't invest too much into it because you don't really know how the site is getting its authority.

A common scam is to have a feeder sites all pointing to a domain to pump the pr so it can be sold at a premium. After the sale the feeder sites change their links to pump other sites and leave you with a lifeless site.

Yeah, I know its shady but it happens. I'm not endorsing it, just letting you know what goes on. Hope this helps.

Do I need to set up a basic webpage or blog to do a 301 direct or is that just another name for forward and masking? (When it comes to this tech stuff I make a newb look like he's been around the block LOL).

    Thanks,

You have 2 options. Use the domain forwarder, probably free, from your
webhost. Normally you login to your hosting account and check to see if there
are any forwarding options. Most hosts make this free.

Problem with that, is the site is basically offline and nothing is there to index.

A 301 can be done easily via cpanel, if you have it, or creating a htaccess file
and modifying correctly. Just google it. There are a more than a few options on
that. If the site has not been de-indexed, this is the best option. For awhile anyway.
It will pass a little PR and authority, but eventually the other site will have to stand
on it's own as far as that goes. But at least it will appear that the old site still
      exists.

I have never been a fan of buying "used" domains. I have bought them by sheer
      coincidence after they expired.
