targeting many keywords on single page

Hi,
I am targeting very low competition 16 keywords on single page. I think I should put main 3-4 in html title tag and all in meta. but the problem is only a few are in content and that too with normal font size. I am planning to put all at bottom of page as bold and capital case but someone suggested that google will never let you take #1 for all 16 keywords for single page. there is a maximum limit and also because no keyword is emphasized as h1 content header of page so it will be hard time to get #1 for all.

So should I make 16 different pages with H1 tag as header for each keyword and then link each of them to main page and main page to all 16 separate pages.
or
just put all keywords in small but bold, capital at the bottom of main page after all body content to make it count atleast one time in content by search engine.

I have already done enough marketing for all 16 but for the main page, so if you suggest to make 16 different page then should I market those new keyword targeting pages from now onwards? if no then I should keep only single page and put all keywords at bottom. but then google might never put my main page at #1 for all keywords.

but the problem is that all targeted keywords cannot be put as h1 title in single main page.

And see another company has put all keywords in main page at the bottom but has created separate page with title h1 for each keyword and each keyword at bottom pointing to 16 different pages for each keyword: PDF to Word - convert Adobe PDF documents into Microsoft Word,RTF,DOC format with PDF to Word converter
so they have h1 title for each targeted keyword.

    Google can get confused if you try to throw too many things at it. You really need to have a strong pagerank and have built up links over a period of time to get traffic for many terms on just one page.

    16 is a bit too many keywords. Your site might get flagged for keyword stuffing.

      Yes I also think 16 are bit too many. but main keywords are 5 and rest are derived from it or just re-arranged. Yes, keyword stuffing doesn't work. but I think keyword stuffing is an on-site thing.

      Can we target 10-15 keywords for single page using articles, pr, blogs, forums etc. having those keywords as anchors?

    You're over reaching and trying to do too much on a single page.

    Five keywords, yeah, 15... I'm sure anything is possible but it might be easier to rank 15 separate pages than trying to get one page ranked for 15 keywords.

      Ok. I have already done marketing for the single page for several keywords. So now if I create new pages, should I promote those? or just link new pages from main page with anchor tags on respective keyword and continue promoting the main page?

    On a small site (under 20 pages), I would always start off by promoting the individual pages first, especially if each of those pages revolves around a specific keyword you want to rank for.

    Why? Each page is probably a long-tail and easier to rank and by boosting up each individual page those pages will be collectively passing their juice on to your index page.

    Think: Mini Authority Site.

    You're building from the bottom up instead of from the top down.

    If done correctly, you'll have a lot of pages ranking for a lot of keywords. You're covering more SE territory.

    Yeh there's an unwritten rule that 5 is plenty.

    If you put 5 or more then the Google spiders really get thrown. If you are looking at 15 keywords then you can either create 15 inner pages with the keyword in the title and in the article you'll need to write for that page or you can create 15 sub domains using your keyword has the sub domain but i suggest the inner pages.

      hi,
      i am creating 15 inner pages of 300-500 words with the keyword in the h1 title and similar "google sets" keywords in h2/h3 size + relevant content.

      and all will be linked from main page for right keyword. and will also be properly inter-linked to each other.

      Now my question is:
      should I put anchor on those inner pages when promoting their keywords on article, pr sites etc or put anchor on main page and google will automatically understand that the actual page is the inner-linked page from the main page.

    Targeting 16 keywords on same page is not going to benefit your site and as you are trying to put 10 or 12 keywords in metatag it is considered as BLACKHAT SEO Technque and you will loose all the ranking no more than 5-7 key words should be targeted on main page and in meta tag don't use more than 3 keywords in metatag .
    And assure that all the keywords must lead to related content and should be again in body and consider PROXIMITY, PROMINANCE and OCCURRENCE .

    Now interlink other pages with the keywords that are left and make sure of there proper relevance to the page .example lets take example of keyword converter don't link word with softwares use the keyword to link with image to text converter so it would be more relevant. Similarly you can relate other keywords.

    ok. I am going to create many pages now. The only problem is that my main page is already at 10-20 rank for some 5 or 6 out of 15 keywords. Now I have to start from scratch for all 15 pages

    Don't worry about it.

    Also one more tip:

    write the articles of around 300-500 words long and also if you put your keyword into here: Google Sets (follow the instructions) Then click on large sets. The word suggestions it throws up then try and get most of those words into the article without it sounding garbage and then watch your rankings rise

    Your main page will benefit from the work you put into the rest of your site and in the end you'll have a lot of pages ranking for a lot of keywords.

    If I am in your situation, I would go and create multiple pages where each page is for unique keyword and its variations. Targeting 16 keywords in a single page is really tough.

    better to make a keyword/page so you can focus that page on ranking for that one adn rank higher and easier that way.

    You will have to write a little bit more but ranking for them will be easier.
