Depends on your budget of course and the amount of time you have involed. I wouldn't bother with building links to pages/posts which have no chance of getting traffic, I'd only bother with the posts which are targetting a certain keyword, of course the KW research would of already been done.

You don't want to purely build links to your index page, you want to build deep links as well, but make sure your not wasting time building deep links to pages which aren't going to increase your traffic etc.

For highly relevant pages for your targeted keywords, it's best to point them directly on your homepage. As well as dofollow link opportunities to pass through PR.

Posts usually can generate links on their own. But for your important pages, landing pages, or blog entries that generate leads and traffic, it's highly recommended to build links to them.

Its clear that having backlinks for both home and inner pages is better but its difficult. So if you have time, make backlinks for all of them but if you don't have time, only concentrate on building backlinks for home page of your website.

only concentrate on building backlinks for home page of your website.
This is not totally true at all because Google wants to see an organic link pattern and if you only have inbound links to your homepage then this is clearly manipulation and you will get penalised in the long term.

If one of your pages is ranking well on page 3 or 4 then building links to that page for the relevant anchor text is your best bet at bumping it in the ranks.

Also when you have a bigger site then you want quality links as well. So you need to get networking with good blogs in your field and see if you can work out a deal for them to give you a link. I am not talking about paid links here but recipricol links, or guest postings.

Finally by writing quality content on your own website then this is a good way to generate inbound links.

It is better to have links coming into all areas of your site.

You should have a primary area of focus on:

    1) Your home page: Use 3-5 anchors to rotate
    2) 5-8 top level section pages: Use 1-3 anchors to rotate
    3) Deep article pages: Use one anchor
