Ping the new linking page or build 2nd tier links? I don't usually care that much if my links are getting indexed or not, because it's sure that crawlers will reach them one way or the other. As long as the linking site is active, it's certain that its webmaster will build links to their pages, so there's no particular problem with that.

I've heard that your links might be wasted as the SEs will never crawl that particular page. Is it just rumor or what? They say it happens quite often and you're wasting all your potential backlinks, efforts and time.

No, I don't think that it happens. As long as your link stays on the web, there will always be chances (99% chance) of having the link indexed, so there's no need to worry about that
