Has Google Adwords caught on to PLR sites, or has the public wisened up?

Hi all,

Ive been looking for niches for a PPC campain and have come across a lot of PLR for certain niches. There is no doubt that google will recognise duplicate content and pretty much ignore your site in organic rankings if it has lots.

But this is what i have observed for Adwords:

Selecting a random niche and starting from the google keyword tool, i have found there is little competition for a reasonable number of long tails with acceptable levels of traffic and reasonable cpc.

Also when I click on various random suggested keywords to view the search results, I see mostly ads from .orgs, .edus .govs or what appear to be "reputable sites", but very very few typical PLR sales pages.

Have people who bought PLRs never followed through to start selling?
Has google not approved their ads if they have?
Have searchers wisened up to PLR content or are they more particular about who they trust?

I would also be very interested to hear your thoughts on PLR ebooks.
