Well since the keyword tool isn't accurate I dont think anyone can accurately answer that question.

Only way to tell is to test it.

Or spend $10 on adwords to measure real search traffic for that keyword.

I agree. Test it. Set a small limit and timeframe for results and measure the performance.

It's the only real way to measure the traffic you will receive.

A high phase to broad ratio just means that people MORE commonly search on "That particular multiple keyword In THAT particular order"...lower phase to broad ratio indicates that the word order is different...so i think u can use this keyword

It's already been said that the keyword tool isn't anywhere near 100% correct, ever - The best way to tell is to simply test it out, as there is poor competition, it wouldn't be too much work to get on the first page, then if your getting traffic you know their is even more traffic going to the higher ranked pages, then you can choose what to do from there.
