Yep. Don't focus much on the PR...what's more important is your rankings.

Local keywords such as events planning <city name> are very easy to rank locally. It doesn't have a really high competition as compared to non-local keywords.

Just continue building your links and grab some links on local sites as well.

      Good luck!

I have great success with locally based website with PR0 and ranked on #1 and #2 position on Google. You do need links from local classified ads and blogs.

If you can get exact keyword phrase in your domain name with .com, .org or .net extension, then it really makes the job of getting first page of Google much easier.

Let me know if you need help.

hmm maybe im not focusing on the right kind of links then. So locally based seo should just be targeted for that? I've set my tags to target the atlanta area but didn't know that the backlinks should reflect from the Atlanta area also

By getting links from local sites, it helps Google to think that your website
is relevant to local ranking. Just go to all the sites on first page and place
a link or leave a blog comment.

Set Google webmaster to your local region too.
