New backlinks purgatory

This is from a book called SEO Warrior (2010):

The age of the backlinks conveys a message of trust, and therefore a perceived link quality. A new backlink on a page that is constantly changing is not as beneficial as an old backlink on the same page.
In some cases, new backlinks exhibit a state of "purgatory" before they attain trust. In other words, the real benefit of new backlinks takes time to propagate. You have to start somewhere, so you build your links for their future benefits.

Do you agree with this theory? It does explain why the backlinks I've been building in the last month or so to some new posts on my blog seem to have little effect on the SERP of those posts for the keywords they're targeting.

SEO is certainly a long-term process and this theory could be part of the reason why. Unfortunately no one is going to be able to say with certainty whether the theory is true or not. My view is that backlink age is ranking factor, but not one of the most important. If this were the case then older sites with older backlinks would be impossible to beat.
