Should I "link layer"?

I have a niche product site and am new to SEO. To build backlinks, I am going to blog comment on .edu and .gov sites, and authority sites connected to my niche. I am going to use article marketing as well and am wondering if there is any SEO value to link to my published articles with web 2.0 properties? I am not talking about a link wheel, this layer of links would not link to each other, just to my articles. Or if I create web 2.0 properties,should I just have them link directly to my money site?
