Need advice on redeveloping 9 year old domain, SEO advice needed.

I have a website that I'm currently redeveloping for a regional specialty retailer with 4 stores in 2 states. The domain name has been registered since 2002 and for the very most part a website has always been active on this domain but it has not ever been properly maintained or promoted.

Current:
Website was built in Microsoft Frontpage.
Somewhat decent on-page SEO.
No off-page SEO at all.
As of right now the site basically has 0 quality back links coming in from what I can see.

New Website:
Moving to Wordpress which will improve back-end ensuring more up to date content for customers and search engines. Wordpress should also help with SEO due to cleaner code, etc.
We will begin to promote the new site much better through both paid and natural search campaigns.

Where would you begin from the SEO stand point?
I know the back link thing is a big problem. The site does rank pretty decent for many keywords but how much difference could back links make? How should one approach building back links on a domain that is almost 9 years old?

What else would you do besides back links?

    Start by making a list of all the urls in the current site.

    You will want to build out wordpress urls that match, or redirect all the urls so you dont loose your link juice.

    If there is page at www.yourdomain.com/whatever.html then there needs to be a 301 redirect to its new location or even better, a wordpress page at the same URL (not always possible).
