Buying backlinks advertised/promoted as "high-PR links" is very easy: you can do that here, in any other IM forum, at fiverr.com and at all fiverr/com's competitors.

Buying backlinks that really are on high-PR pages is another matter altogether.

Call me a skepchick, but it seems to me that the standard tactic is for people to offer something like "links on PR-3 - PR-6 sites" which actually turn out to be something radically different: "links on PR-0 pages of sites on which the home page (not where your link is) happens to be PR-3 - PR-6".

    "Sites" don't have page-rank: "pages" have page-rank.

Always check this expressly before paying!

Agreed, don't waste your time trying to 'buy' high pr links. I've lost count the number of times I've seen posts advertising this with a few demo links, and it turns out that the actual homepage may be a high pr, but the page that allows you to add a blog comment is only a pr0.
If you really want to spend some money on links I'd reccommend a keyword tool that lets you compare where your competitors get their links, and also search for blogs related to your niche. This is the main way I get high pr links.

    I have a high PR homepage backlink program: (PR6, PR5, PR4, PR3)

We place your link surrounded by content on the homepages of our private High PR domains: (Here's the monthly pricing)

    50 Sites $67
    100 Sites $97
    150 Sites $147

Yes, all are on unique C class IP's. We also provide a Money Back Guarantee. If your interested you can learn more here: Backlink Co-op: Currently OPEN (will closed when spots are filled) This type of option is usually the cheapest way to get high PR links, plus it boost you up in SERPS quite quickly. The problem is that the demand for such programs is usually high due to the value.

Buying high PR links is too expensive its better to do it manually for gaining quality backlinks.

I disagree with the above posts. Yes, buying liks can be expensive, but on selected campaigns it is worth it. It depends on whether you are making money on those keywords and if there is a good ROI. I have seen jumps from position 9/10 to position 2 in just over a week by placing a few decent homepage links to the site. I am not talking about much here, most of the packets I purchase are between $8 to $10 a month so you can see they are in addition to other linkbuilding methods.

If it costs you $10 to rise up the page and you make an extra $200 a month off that, is it worth it? or, you could do it yourself but it will take 2 or 3 months and you can wait for the money to come in....

I think used selectively (and frugally) paid links can be a good addition to your arsenal.

I would do it if/when the need arose for that extra boost in link juice could be justified, as you say above, by the potential ROI. And only, as Alexa pointed out, if the link was assured to be on the high PR page I was paying for and remain there for the term agreed to.

It would also likely be the last thing I resorted to (or among them) for the link juice. And call me greedy, but for the price typically charged, it would also have to be exposed to people in the demographic who are potential buyers in my niche (which is not saying the link needs to be in my niche as I wouldn't expect a competitor to provide that) so I also get potentially useful traffic from the link itself. Then the price is more palatable.

Its also worth pointing out that, unless G has changed its algorithm recently on this, placement matters too: the higher up the page, the more weight G assigns it. Lower to the bottom or in the footer it doesn't get the same amount of juice because G doesn't assign it as much relevancy. Which is another factor to consider as well.
