Optimizing for Google.Foreign County

Hi guys,
Hope you can bring the light again
Here is the case:
I have two websites that will target a foreign country organic traffic.
1 - Keyword for site A is in spanish ( for example )
2 - Keyword for site B is in english but for the same country Spain. Same Keyword but written in spanish returns 4 times less local searches.
My question is how to approach site B, are there any special SEO tactics in order to rank for an english keyword in say Google.Spain ?
