    Since PR is a digit, connected to the PageRank scores of the incoming links, therefore we can come to this conclusion that the quality of links and not their quantities would affect the PR values of domains. One easy to reach option is registering your website at a few high PR and authority directories that have been operating online for years and wait for the next PR update.

      First, let me clarify something: "Sites" do not have PR, PageRank is assigned to individual pages, which may incidentally be part of a "site", but the "site" itself does not have PR. This may not seem important, however it is fundamental to understanding the most basic concepts of how PR is acquired and passed on to other pages. That part is simple to understand provided you have my first point in mind. PR, or PageRank is passed from pages that have PR to the pages that it links to with outbound links (links to other pages).

      So the obvious answer is to get backlinks from pages that have PR. The higher the PR assigned to that page, and the fewer the outbound links on that page, the more PR that will be passed to your targeted page.

      Outbound links are great as they build your "hub" credentials. What you mean is that to stop PR flooding out of your site, use nofollow where appropriate.
