question about competition in GAKT (keyword tool)

When I use google adwords keyword tool I notice that some keywords have very high competition but very low average CPC. For example, for some keywords the competition bar is almost completely dark but the CPC is .05¢.
As I understand it, "competition" means how many advertisers are bidding on that keyword. So, if there's tons of competition why would the CPC be so low? Supply and demand means lots of demand = higher price.
So what am I missing?
