Duplicate Content & Geographical landing pages!!! Thanks for the help :)

So this is my dilemma We have 4 geographical offices, so I was going to make landing pages for these local pages to be used both for organic and PPC traffic. I am thinking for organic it will increase our rankings for people in that city by being more relevant?
My concern is that the only changes I can make on the landing pages are too the title tag, meta description, alt tags and the contact information and I am also going to be adding our Google local map on this page, but the very little text that is on the site can;t really be changed.
Do you think this will be enough changes to make it unique?
