Does the underlying code on website affect it's PR?

I have a site built using a website builder named EWISOFT( has anyone built sites using EWISOFT builder?) and hosted in early 2010 but it's PR hasn't leveled up from 1. When I checked out the HTML tags I discovered that multiple tags are created if i change the fonts multiple times and it is becomes very hard to edit them. I think it happens when I repeatedly update or edit the elements on the site. And sometimes I see some XML tags created on its own by mistake. Any idea why that happens?

So does the HTML structure affect the ranking of a site?

    No

    Does it effect rankings?
    Yes. Tools that create websites like this are not usually SEO friendly and can have a big impact on rankings if they are coded and presented very poorly.
