Best way to redirect traffic?

I saw the post below about 301 redirects, but I'm not sure if this is the same thing.

I want to host my current site on a new domain that is more search engine friendly. My question is how hard is it to set up a redirect page, and is it better to move my current site to the new domain and set the current domain as the redirect page?
