I was kinda surprised that many of the EMDs I thought I had optimized wasn't even showing up as the most relevant keyword in the Google's keyword tool. What's even more surprising is that many of the pages that are ranking in the SERPs doesn't display the keyword they rank for in the top 50 keywords returned. Try doing a search for the keyword "weight loss" on Google and pasting those URLs into their keyword tool. It seems that the keyword density and heading tags are a bit higher then you see being suggested. Here's the info from a site that does come up number 1 for it's optimized keyword.

Body: 66 times out of 1841 words @ 7.2%
H1/H2/H3: 23 times out of 197 words @ 23.4%

I think you will find that off-page SEO determines the ranking more the on-page. Don't get me wrong on-page it is still important but I think if you pull 10 different sites in #1 that are optimized for their keyword you will not be able to pinpoint a magic number or anything. You could probably come up with a pretty good idea of a range though that is a good keyword density.

Off page SEO, is at least 80%-85%, if not more of the SEO work that will get you any traction in the SERPs.

Yeah I agree that off page SEO is probably more important, but by not fully optimizing your page and not having your keyword showing up in Google's search tool kinda offsets the purpose of getting an EMD. If you are getting EMDs I don't think it should be ignored.
