what does this mean for a website that - lets say launches with 100 pages and that month link builds to only 30 of these pages - but then adds another 25 pages per month for the following 24 months and only builds links to the newest 25 pages each month?

does every webpage of a website have to get more new backlinks to it than it did the month before - or - is it ok to add backlinks to a majority of the pages every 3-6 months?

That phrase refers to the amount of links your site gets per day in general, regardless of page.

The main thing to be concerned about is that if your site normally gets 0-10 links and then one day all of a sudden gets thousands. Either you did something really popular or you are buying links. Its best to gradually build velocity, so maybe the first month you do 3 per day, then next month 5, then 9 then 14 then 20...

I provide a service that helps with this, look below in my footer.

If you're in no rush it's safer to build your backlinks gradually over time.

There is a need to be consistent in the link building because we might not know that the competitors are also focusing the same aspects you have.

Yeah. There's no need to rush for popularity, right? Your competition will
        thank you for that advice.

There is no such nonsense as backlink consistency for any SEO boost.

You want as many high PR relevant backlinks that you can get. On any day.
        No matter what the total.

But please, keep building slowly and very slowly. Let the rest of us get and
        stay ahead.

Best way is to build most links to main page, and have main page link
downhill to other pages. The PR will flow.

backlinks determines the site. But we try to build high page rank quality backlinks for your site and you should be consistent in getting backlinks for your site in order to maintain the ranking in search engines.

If you are building slowly, then I hope you are one of my competitors!

No. I am suggesting you to get good PR of your home page. If your domain is really powerful than it is not necessory to develop links for each and every webpage.
