I have created many high pr blog commenting but my ranking is not improving. Those blogs are not relevant to my website's theme. I want to know that, Google penalize for irrelevant link building?

They do not penalize for irrelevant link building if there even was such a thing. Odds are your links have not been indexed yet. What matters about your links isn't so much the site they are coming from but the anchor text in them. As long as your anchor text is the keyword your target they will help. Mostly though it's too easy to build a bunch of links and check the next day for your new rankings. You have to give it time and be patient. It can take weeks for the spiders to even find your links let alone index them. Be patient.

The other thing you can do is ping your links. I use a site called linklicious.me for this and it works great.

Nothing wrong with adding a few nofollow, it gives an organic look to your backlinking.

Blog commenting is really only useful for lower competition stuff. It is not going to do anything where the competition is high and others are armed with backlinks from high PR low outbound web pages.

Google do penalize sites, if you ever wonder why a high PR site just dropped down it's PR very fast is because they did something wrong that is not with in Google's guidelines.

make sure you always do White hat / ethical SEO strategy. There are instances that yo get penalize when you do spamming and there are complaints to your sites. And when you are linking to sites that are not healthy (no pr, nofollow and bad sites)

Google not penalize for irrelevant backlinking, the problem can be this are not indexed yet, if you not see any movement . As many here recommend just mix backlinks method : profiles, comments, bookmarks, article directories, web directories, whois sites, rss feeds,etc.. dofollow and nofollow.
If this are not indexed it should take a while for google spiders to discover.

Quite frankly, I have no idea how Google's algorithm works, but I think they do it on purpose so that we don't really know what's going on. I doubt Google will penalize us for that, but who knows...

Google is very secretive about its algorithm and likes to fool our SEO efforts basically.
