For example if you are a car mechanic, you would submit your site to Automotive category. Submitting it to Bridal Accessories category would defeat the purpose completely. It is all about relevance.

Most of the webmaster of directories did not read every submission so thats not big deal if you did not chose correct category but still try to find correct category which would reflecction of your site content
