How do I Find good Adwords Management Services?

Hello,

I just hate adwords with real passion. It's not that I could not do it. It's just that I'd rather spend my time doing other things than optimizing campaigns. I find it just plain dull. I don't want to train my assistant/staff to do adwords so I want to hire an agency or someone who actually loves adwords to manage our campaign for us. It's for an online program/e-book.

I don't know what questions to ask for or whether it is important the agency is located in the United States? That's I need your advice on how to choose the right Adwords agency
Doing a quick search I have found this one Google AdWords Services | AdWords Management Malaysia but how do I know they are worth it?
What is a good budget to test a new campain.
How can I assess the quality of the agency after one month....

If you've had any experience with an Adwords management agency before, good or bad, please share.
