Possible niche Question - .gov sites in SERPs?

I found a possible niche for an adsense site (site would probably need to be somewhere between a micro niche site and an authority site). It has a nice CPC and decent traffic.
The only problem is that half (like 5 or 6) of the sites on the first page are .gov sites. That seems to be the main thing they have going for them though. Their on page SEO is decent not great. They are not EMDs.
They also don't have very many links showing at all and are mostly on pages of the .gov sites with 0 PR.
The sites are well aged too and that seems to be the only other thing I can see that might make the giants harder to topple... other than that I may take this on.
I'm curious if anyone else has experimented with a niche like this and if you've had any success? I don't have time right now, but unless I discover a reason not to, I'm definitely going to put this in my funnel full of sites to create. I am almost hesitant just because they are .gov sites but I doubt that adds THAT much to it that a bit of extra backlinking work wouldn't make it doable.
