Analysing Keyword Competition

Hello,

I have a very poor foreign friend who runs an online business however after a year his site has no first page rankings apart from the site name itself. I suggested that he did some SEO after just discovering it myself but he can't afford to outsource it. From what I know so far I helped him look up some keywords to rank for in the Google Keywords tool and only selected ones that had over 15,000 monthly searches and less than 50,000 exact phrase competing websites.

I've given him a large list of forum profiles he can sign up to because he has time, what we arn't sure about is how to select the keyword / keywords out of the ten I chose. I am slightly confused in some areas such as the page competition. For example with the quotes around one of the keywords there is only 15,000 competition however without quotes there is almost 250 million, surely this will be hard to rank for? Should I be looking for under 1 million competition without the quotes or is this irrelevant? I am also having trouble with deciding how hard the direct competition is for the keywords, all the online backlink tools seem to show different amounts.
