No. You will submit it to Google. Use Google webmaster tools to do this.

Don't forget to make a human readable sitemap as well. This will provide some internal seo benefit for you. If your site is larger then you really want to look at each primary category page as a sitemap in itself. Since you are building a static site it may take a couple minutes to build and update, but it is worth it.

You should note that there is a difference between an "XML Sitemap" and an HTML "site map". The XML version is spelled as one word "sitemap" and is an XML file meant only for search engine spiders. There is no need to put it on any of your web pages. The proper spot to reference it's location on your web server is within your robots.txt file. Or you may submit your sitemap URL individually to each search engine.

Now a "site map" (two words) is an HTML web page that you place on your website that provides an index of your website pages to aid your users in locating specific pages within your website. It should be a separate page dedicated to that specific purpose, and a link to it in your footer would be a good spot.
