All In 1 SEO Pack - TAGS question

Hey all
How do you fill up your tag section in your All In 1 SEO Pack part of the post?
Tell me if Im doing the right thing here:
I have say 5 keywords I'm targetting. Now I take the most important one and make sure Iuse it all the time in every tag. So that gets a mention
While the others:
I just rotate them around so it doesnt appear spammy? So I'll do a:
a, b, c, d, e
b, d, e
e
c, d, b
Something like that. Does that make sense?
Is that the correct way to do it? Im thinking the more I focus on the super 1 and the super 5 the better rather than various different tags.
ps Im only referring to the tags in All In 1 SEO Pack
