Pass Google Sniper 2.0 to a VA to work on the sites?

I have an IM friend who has just recently bought Google Sniper 2.0. Being too busy with his day job and learning about other IM stuffs, he thought that he could be better off passing the whole series of Google Sniper 2.0 (videos and PDFs) to a VA, so that the VA can learn everything and implement the work for him on a full time basis.
Not having any outsourcing experience as yet, I am not in a very good position to advise him on whether this is a good option.
Some obvious concerns could be:
1) Will he spend too much on hiring a VA? (I heard that he intends to hire from the Phillipines)
2) Will there be sufficient Return on Investment (ROI) if he really hire a VA to implement the work for him on a full time basis?
My personal opinion is it perhaps could be a good option since he does not have much time. But it also depends on whether the VA is competent enough to create good sites.
3) Will the VA just walk away after receiving all the training materials, and instead do the work and keep the earnings for himself?
Any warriors care to share what will be your insights for such a situation? Also, what will be your advice and suggestion for my friend?
P.S. My friend is not a WF member, and strangely he does not intend to join WF yet.
