Adsense Unit Per page question?

Now, According to adsense TOS, you can't place more than three ads unit on a page but I just saw this - allAfrica.com: Gambia: AFPRC Farafenni General Hospital CEO Highlights 2010 Successes

The units seems to be uncountable. Do they have a special account like other high traffic sites or what?

yes they are using more then 3 ad units but all ad units are small.

i have seed some sites who use more then 3 ads on single page , i dont remember their address now. may be google is not aware about it

  in time they will get what is coming for them...
  
  you could always report them if it REALLY upsets you, but i DEFINETLY would not follow their suit
  
  you could be nice and contact them to let them know of their mistake
