Could someone explain this to me

I am new to SEO world. Still learning. I am trying to optimize our company's web site for keywords hvac supply. While doing my research I came accross this: on the first page that google returns for keywords hvac supply, there is a website which ranks on the 7th place. This website: has pr 0, has almost no content - it is still under construction, that web site looks really lame ( I highly doubt it was optimized for search engines in any way) - and yet - it appears on the first page of the google search! How is this possible? This is the website (no intention to promote it, just so you have an idea what I am talking about):

    when looking at "hvac supply" its nowhere in the top 20 for me. you're probably looking at a really obscure term.

    Aside from the local listings (with the stick pin symbols) that might show up in your area, all the pr-0 listings I saw had havcSupply in their url, including hvacsupply.com, though it's only one of many seo factors, having the term in your domain name is a useful aid for nich sites. Bear in mind the page rank is an overall page ranking, and not a very well maintained factor these days, updated only a couple of times a year.

      Thanks for explanation. What really puzzles me is that this website contains only one of those search keywords in the domain name ( and there are many other web sites that contain both keywords + have better content and - they rank much worse than this "empty" site)

        I can't figure it out. The Alexa rating for that site is 23,000,000 and it says on Alexa that they have 3 sites linking to it. Yet it does come up on Page 1. All I can think of is that it's not an especially competitive term. That would suggest that anyone who did some work on it could rank pretty easily.

          It is true that it is not very competitive term, but any other website in the search results for that query is MUCH better content wise and pr wise than this POS site and still they rank worse.

    I don't use phrase search - just entering two separate words: hvac supply.
