adsense/adwords expert question

I use the competitive ad filter a lot. But a thought occurred to me.

Let's say I have a top ad, 728x90.

I use the competitive ad filter because I don't like the top 3 ads.

If I block all 3, what happens? With my little knowledge of adwords,
I know you must have a QS close to 10 to be on top. Certainly on
the page in question. I also know that people who don't have a good
QS can bid on other positions.

So, if I like the ads that appear in the second block, I am assuming
that they may not move up to the top due to what I just said above.

Will I keep getting more and more lousy ads on top to replace the ones,
just because they are able to get #1,2, or 3?

I would sure like to force the second block ads up, but am thinking it
might be futile.

Any more insight?
