How to configure Doubleclick code behind a text link?

Hello WF experts.
I'm a newbie and a long time lurker, but first time poster. I have a question and not getting anywhere with Google. Hope one of you experts can help.
I want to configure text links on my blog for Adsense - like TextLink ads but only for a specific advertiser via Adsense.
Here is a site that does what I'm referring to www dot iphoneplans dot com dot au. (Sorry, not allowed to include URLs in my first post)
Look at the link for 'Compare' in this text on the page:
'Optus offers the iPhone 3GS and iPhone 3G via their website in a range of plans to suit your needs. Compare their plans now!'
It is a doubleclick (Adsense?) tracking URL for a very specific page going to optus dot com dot au.
My question is that how do I
1. Pick the one specific advertiser I want
2. Strip away the original ad keeping only the link
3. Ensure that the link remains stable so I can re-use it in different ways
Any help will be very much appreciated
