How to get a site higher ranked in my local Google

I have one site which is on first page in Google.com for my most important keywords. But my site not English and have quite poor rankings my "local Google search engine" which is in Europe.
I think this site has good positions in Google.com because of hundreds of backlinks from foreign forums / do-follow blogs etc. I just checked and the site is high in SERPS in many other foreign Google search engines but not in my country.
Does anybody have an idea what I have to do to get this site higher in Google in my country? Do I have to get more backlinks from local servers and from my native language sites or what? Thanks.
