When you put Adsense on to your site what determines the topic of the ad's?

I have been told different things. The topic of the ads relates to the searches the user makes in Google and therefore the Adsense makes the ads realted to what they search for or

The ads are related to the content on the site.

Which, if any, is true?

    The ads will shows what your content is about but you have to also check if there are available advertisers bidding to place ad for that content. If no advertisers are available google will either show a blank space or ads that are of users' interests.

    Google will try its best to figure out what your website is about and show the most relevant ad possible. It checks your contents, your page title, headers and so on. Content is the most important factor I think.

      The title and h1 tags can play a role, and supposedly even text close to the ad. I've also noticed geo-based ads when browsing other websites and also ads based on user browsing history.
