Traffic Down?

I have CMS based website for which I have created new pages. But old pages not redirected to the new one as we can't do that. Traffic suddenly started decreasing from the date when I created new pages and uploaded. What should I do to get traffic?

Did you remove the links to your old pages and replaced them with new ones?

What CMS is it? Why can't you do a 301 redirect to the new pages?
