Are those HTML element you place in the Head section of your site to provide some kind of data about your website, actually about the page withing your website where they are palced.

The most common ones are the Keywords and Description meta tags.

<meta http-equiv="Content-Language" content="en-gb">
<meta http-equiv="Content-Type" content="text/html; charset=windows-1252">
<meta name="keywords" content="keyword1, keyword2...">
<meta name="description" content="Something about the page">

Yes, what they said. It placed in the header. You should place your key words in your meta tags. If you happen to have wordpress website you can use plugins to help you with this.
