and they take for some keywords top 1 page google positions

why they are not banned by google?

    No big deal with those duplicate content, Google even not that upset to see a duplicate content because everything else in the internet has too many duplicate.

      x3.com
      ...
      where x1, x2, x3, ... == target keywords?

      and publish lot of such sites with 98% duplicate content?

    Its not that uncommon to see this, alot of site owners will do this so that at least one of there sites can keep hitting top spots for the keywords there after.

    With all the illegal sites out there this isnt Googles priorty.

    Such issues will not always end up in penalties or getting banned because every single website is treated differently by Google. For example, nowadays a lot of websites which contain copied materials from other resources may simply encounter indexing drops or a lot of their top ranking pages may no longer be found on the net.

    Article directories could be a good example in here because there are hundreds of such portals and still all of them are performing very well online. After some time, when you search for submitted articles, you may find most pages dropped off the pages because Google has found so many copied materials, no need to index them all.

      Gasbuddy.com is one of the biggest with nothing but hundreds of
      "duplicate" sites. Sometimes it works, sometimes it doesn't.

      In this case it may just be people using the same template to sell
      the same thing. Nothing wrong with that.

      Many web products allow you to download the same template,
      images, etc. and put it on your own domain. And pocket the
      profits 100%.

      Go to ebay or a website seller. They will sell you the same site,
      your domain. And as many clones as people will buy. I used to
      have a joke site. Bought the script, images, templates, jokes, etc.
      Looked the same as at least a hundred other sites.

      Many sites publish the exact same content as another site.
      Lyric sites, news sites, etc.

      Most of the time it's no big deal.

    Duplicates sites work not very well in SEO.
    They are frequently banned.
