You can post a project at Freelancer.com or Elance.... You can find many AdWords PPC consultants over there. Actually it is good choice to hire someone instead of doing PPC campaign by your own ( newbie in PPC)

You can try the above freelance sites mentioned. Speaking as a service provider, eLance is very good, freelancer not so much (I have a few issues with them). I've yet to find work on oDesk in the short time I've used it but it seems good and is developing a good reputation. vWorker (formally Rentacoder) is another.

You could also put a classified on Craigslist, I've found work this way. There are other such sites of course you can try. And of course, you can always do a search on the Internet. Search for things like "adwords campaign management" and "ppc manager".

Elance, odesk, freelancer, Getacoder etc are well known name in outsourcing market. there are a lot of professionals. but keep in mind that if you want a optimal result then you need to concentrate on amount of money you are paying the professionals.

today everybody want high return with low investment. so study on all those sites and choose the sites which meet your requirements.
