I found a keyword with very high broad search (12.000), but it only has about 12 exact searches and 16 phrase searches...

Can anyone tell me what this means?

Who better to help you than Google themself:

    Broad Match

This is the default option. If your ad group contained the keyword 'tennis shoes,' your ad would be eligible to appear when a user's search term contained either or both words ('tennis' and 'shoes') in any order, and possibly along with other terms.

    Phrase Match

If you enter your keyword in quotation marks, as in "tennis shoes," your ad would be eligible to appear when a user searches on the phrase tennis shoes, with the words in that order. It can also appear for searches that contain other terms as long as it includes the exact phrase you've specified.

    Exact Match

If you surround your keywords in brackets -- such as [tennis shoes] -- your ad would be eligible to appear when a user searches for the specific phrase 'tennis shoes,' in this order, and without any other words in the search term.

Ignore broad search, it doesn't tell you much at all unless it's very long-tailed. For example if the keyword is "custom made chairs" the broad results will include searches for items like this:

where to throw away custom made chairs
is there a custom that is made for people to sit on chairs
    chairs
    custom made tables

I think you get the idea

So it's best to judge for "monthly demand" for any product with exact searches, yes?

I gotta say it's disappointing as the rule of thumb say that a product must have at least 3000+ in local searches but the keyword tool only show 1000-2000 in exact searches (even lower) while the broad one show 3000+.

One should still go for the lower exact searches, yes? But no less than 1000, right?

You can use broad match if the keyword is very specific and/or long tail... for example a product name like "Samsung 5.1 ch HBS94832 surround sound system" - (I made that number up).

The chances of someone searching for that keyword/phrase with other words added before or after is slim, so you can go by the broad match sometimes - depending on the type of keywords you are targeting.
