If you're from Pakistan, that's a killer.

You probably need to own your own website that has been
around for at least 6 months.

But that Pakistan thing may make it darn near impossible.

You may need to come up with a way to apply by looking
like you are outside Pakistan. That may be difficult, as you
need to setup a way to get paid.

You can always google how to get a adsense account in Pakistan.

What is the reason they listed for the rejection? Outside of the probable location issue, it may also be that your site is not populated with enough content, falls outside of their general TOS, etc. Those can be easy fixes.

If none of the above is the reason your site(s) was rejected, wait about 5-7 days and then re-apply.
