SEO Question of Interest for Anyone With Local Clients

Hi Guys:
A quick question that's got me a bit baffled. Any input welcome.

I am setting up a website for a client for a local market (let's say, lawyer).
My question is this:

1. My client wants to target 12 towns in this local area.
I'm using Wordpress, so when listing SEO keywords for this site or tags for a page for this site, is it beneficial, or will Google see it as spamming if I list keywords and tags such as lawyer Town 1, lawyer Town 2, lawyer Town 3, and so on (using real town names of course).

2. Also would it make any difference if I used a colon, such as Lawyer: Town 1, Town2, Town 3...

3. I know that by not using a comma, Google would see it as one big hairy keyword, but would that serve my purpose anyway?

I like the idea of targeting multiple towns in the area, but I'm not sure if it would be spammy by using the word "lawyer" more than 12 times in the keyword section.

So what's the best way to list all those separate towns in the area as keywords?
