Harvesting proxies with Scrapebox

When I harvest proxies with Scrapebox, there is a button that is marked 'unlock'. What is the purpose of this button? I have tried to click it and every time I am told that there are no proxies to unlock.

What is a proxy that needs unlocking and how would I recognize them?
