ROI depends on the product, keywords, copy, etc. Generally it is accepted that Google AdWords has the highest ROI, but that is only because tracking your revenue through adCenter for Bing can be a tricky proposition. Honestly, of you have a small budget adCenter is best because the CPC is generally lower. If you have a little more money, it is worth it to run on both platforms as a hedge.

Check out this guide to tracking your adCenter Revenue for more info on that subject.: Tips For Tracking adCenter Pay Per Click Revenue -AntVisit

I haven't tested others besides Adwords in a long time. When I did, however, I found them to be rip-offs.

One I tested (which at the time was supposed to be the best/most ligetimate one behind Google and Yahoo) was a COMPLETE rip-off. When I set up a campaign with Google, 30-40% of the visitors were taking a certain action I wanted them to take. When I tested the other program, I bought 1,000 clicks. With Google I would have gotten 300-400 people to perform the action I wanted. ... Know how many did from the 1,000 test clicks? ... 1 ... That's "one."

Be careful with anything you test. Go as low as you can to start out.

      Hello:

Yeah... Google is the best, like it or not. Mocrosoft's Adcenter is 2nd. Facebook Ads may get you a lot of clicks, but those people do not convert well. And mobile ads is absolutely horrible - click fraud and almost 0% conversions.

    Facebook PPC.

It's more targetted, can be cheaper.. and can prove to have way better ROI than adwords..
Even though adwords is great! I don't recommend newbie's to adwords, cuz you'll get Slapped in no time.. gotta do research on how to get ads out there
do your ads without getting banned by google.

    Hope this helps.
    Cheers.
