I thought Adsense Arbitrage was not allowed within either the Adwords or Adsense TOS...

Yet here Google has done a case study of a website that uses both technologys on the same site:

"his online marketing strategy now includes Google AdWords to drive traffic to Medical Coding.Net; Froogle to increase visibility and gain customers for his specialty software; and AdSense (AdWords ads on content pages). He intends to leverage this combination of all three Google programs in order to gain traffic, clicks and buyers."

Good eye, must be a case of the author not seeing the forest for the trees.

I suspect that if you tried this and got your account tossed, that you would not get it reinstated even if you referenced this article.

I'd like to see the policy it is breaking if anyone has it?

AdSense Arbitrage refers to sending them to a page with nothing but ads on them. I checked out their site and it looks fine to me.

I agree with Fraggler, I thought it was okay to use AdWords and AdSense together as long as the purpose of driving the traffic wasn't just to make people click on ads.
