Poorly designed linkwheels are dead. Well thought out and designed ones can still be effective.

Just be sure your content isn't crap, that you have some embedded videos, that you have more than a single post per wheel site and that you do something creative to the sites and not just use deafult settings on all the Web 2.0 properties.

well for now SEO is dead because of panda.
