301 re-directs for SEO benefit - Good data out there?

We all know that it is reported that using 301 re-directs gives Google the impression that your web address has changed and thus your sites authority and reputation and the link juice and anchor text juice etc should be re-directed to the new domain you are pointing to...
However I assume that this re-directs lessens the value of your originals domains attributes somewhat?
E.g. If your original domain is a PR4, and your new domain has no links, I wouldnt expect your new domain to eventually (when Google updates PR) to receive a PR4, surely there is a dilution effect?
Anyone got experience of 301'ing where effectively rankings etc remained unchanged or did your rankings take a substantial hit meaning a significant portion of the juice etc is lost on 301'ing?
