KW research - what would you think of this?

I have run into this a few times lately.
I uncover a KW which I assume would be tough SEO competition. But when I research the top 10, here is what I find.
Most in the top 10 for this KW has tons of backlinks, but the on-page SEO is hardly anything. There's no exact match domains. Very few URL matches, sometimes there is barely even any title tag matches. Then, when I research the actual anchor text of the backlinks, nobody is targeting the KW - it's something else instead.
Example I found a KW with (using Market Sam):
9900 Broad match per month
6600 Phrase match per month
2400 Exact match per month
Yes, numbers are kinda low, but Adwords CPC is over $10, so I think maybe there's something to it, right?
I figure, there's got to be at least a few IMers out there banking on this keyword, right? But when I look at the top 10, like I said, lots of backlinks to the top 10 sites, but nobody is optimizing for this particular KW.
