How Google Defines "Quality" after Panda

An interesting part was when Cutts was talking about how they tried to determine quality and the non-Google employees they used to help judge websites:
Cutts: There was an engineer who came up with a rigorous set of questions, everything from. "Do you consider this site to be authoritative? Would it be okay if this was in a magazine? I find this especially interesting because I have sites with Adsense, and I am CONSTANTLY getting messages saying, "Hey, you should add more Adsense blocks to your pages. Did you know that you have at least 293 pages on site XYZ that could have more ads on it?"
I literally got one of these the other day.
Matt Cutts is always going on about how different arms of Google have nothing to do with each other -- i.e. you don't get higher rankings because you have Adsense, or you don't get lower rankings because you're using Adwords, etc.
I believe him. And the reason I believe him is because I don't think Google's left hand knows what its right hand is doing. You have one department saying, "Put MORE ADS on your pages." And then you have the other department saying, "More ads means we're going to penalize you."
I think in ten years time someone from Google, maybe even Cutts himself, will look back on these days and say, "Yeah, that was a screw up. But those things happen." ... Words of a salaryman.
