I have started the link building campaign on 20/06/2011. And within 4 days of start I achieved 4th position for a very competitive keyword(26,000,000). After 24 hours my website has sent back to 24th position!

Is that google dance?

What should I do? should I continue link building? or there is any big problem that I need to concentrate?

Don't worry! .. Just try to create more backlinks and remember quality backlinks will help you. Don't create useless backlinks from low pr domain like < 4 PR . Work on your site and optimize it for search engines. Keyword in meta tags

This is normally happened to our sites just continue for what you have started. Quality backlinks begins with good relationship. Focus your time in finding other ways to rank your site because in SEO you must be creative.

Often times people will get a bunch of backlinks, get good results, and then when their sites falls down they stop adding links. Don't do that. If you add links consistently, your position will stabilize, but if you add a bunch at once, and then do nothing, and then add a bunch, it doesn't appear very natural. In other words, if you're going to add 1,000 links a month, add that many every month.

Also, try to get links from a variety of sources. You can use articles, web 2.0 properties like Squidoo, social bookmarking, video sites, and more.

Don't worry about whether or not the links are no follow. You want the links to appear natural so it makes sense you would have all different types.

Make sure the anchor text for the links contains your keywords. This is one of the most important factors.

You may already know most of this so I guess the thing to take away is that consistency is important, so don't stop, just keep doing what you've been doing.

I think you should focus on your work and try again, and never be upset on these little things. surely you will get above PR again.

This is common for new sites - to have a short time on page one and then drop to their "real" position. Just keep up the SEO and content work and you will steadily rise. It may take several weeks or even a month or two. All perfectly normal.
